One of the strategic objectives set out in the 1999 Bologna Declaration (file 1 regulatory framework), signed with the aim of creating the European Higher Education Area (EHEA), is that of "Promoting European cooperation in quality assurance and the development of comparable criteria and methodologies".

Based on the Criteria and Guidelines for Quality Assurance in the European Higher Education Area, (file 2 regulatory framework) developed in 2005 within the framework of the construction of the EHEA, the Spanish government formalizes the need to design common quality assurance systems in Spanish universities through Royal Decree 1393/2007 (file 3 regulatory framework) of 29 October, which establishes the organization of official university education and its subsequent amendment by Royal Decree 861/2010 (file 4 regulatory framework) highlighting the obligation to:

  • Define those responsible for the quality assurance system of the curriculum
  • Implement procedures for evaluating and improving the quality of teaching and teachers.
  • Implement procedures to guarantee the quality of external placement and mobility programmes.
  • Implement procedures for analysing labour market insertion of graduates and satisfaction with the training received.
  • Implement procedures for analysing satisfaction of the different groups involved (students, academic personnel, administration and services, etc.) and to address suggestions or complaints.
  • Have specific criteria in the case of the extinction of the degree.
